Whitby’s building stock, from a backflow point of view

Whitby has more newer stock than Oshawa and a heavier industrial weighting than Ajax, which changes what turns up in mechanical rooms:

• Industrial and logistics. The 401 corridor and Port Whitby have the older employment lands; the north, around the 407 and 412 interchanges, has the newer prestige industrial parks the town has been developing. Distribution centres, manufacturers and their accessory offices are one property under the by-law, usually with several devices: premise RPZ or DCVA, boiler make-up RPZ, wash bay, sometimes irrigation. • Condominiums. Whitby has a lot of condo and townhouse-condo corporations built in the last twenty years. Clean mechanical rooms, well-labelled devices, and a property manager holding the notice. Buildings over six units are in the program. See apartments and condos.
• Retail plazas along Dundas, Thickson, Taunton and Brock: landlord premise device plus tenant devices in restaurants, salons and clinics.
• Downtown Whitby and downtown Brooklin. Restaurants, offices, small commercial. Restaurants carry RPZs and want after-hours slots.
• Institutional. Schools, places of worship, community facilities, and the Regional headquarters at Rossland and Garden. Institutional facilities departments often run their own compliance; the smaller ones call us.

By-law 24-2018 was passed by Durham Regional Council and administered through BSI Online. Whitby does not run its own program and its notices are not different from Oshawa’s or Ajax’s. If you have received a notice, the notice page explains what it asks. If you have not and think you should have, the annual requirement applies anyway; the notice is a reminder, not the trigger.

Water context

Whitby is served by Regional water from the Lake Ontario water supply plant in the town, one of the Region’s five lakeshore plants. Brooklin and the north are on the same Regional system. Properties in the rural north on private wells only are outside the program.

Scheduling in Whitby

Two clusters, both visited most weeks:

A property manager with buildings in both clusters gets one schedule. A single Brooklin site with a tight due date gets folded into the next northern run or handled on its own; say which you need.

New buildings, first tests

Whitby’s newer stock means a lot of first-cycle tests. The device was installed and registered during construction and its first annual test falls a year later, often landing on a condo board or a new tenant that has never seen a notice before. New devices almost always pass; the visit is quick; the useful thing is to get the record right (correct owner contact, correct device details) so year two runs itself.

What it costs and what you get

Per device, per property, $25 BSI filing fee included, report submitted within the by-law’s 28-day window, tag on the device, report copy for the five-year file, filing confirmation, and a reminder 30 days before next year. Details on the cost page.
